From what I can tell, Resident Evil 1-2-3 seems to have been ported by different teams at different times, all adding, removing and tweaking different features, which has resulted in no "Definitive Version". It gives a certain visual disconnect between the background and character elements, but games like the psone Final Fantasies do it. Regardless, It's probably the best version you can play since you could have the 3D assets rendered at a high resolution. It's the version which they should port for a classic RE collection, god willing. In 2006, the japanese company Sourcenext released Resident Evil 2 & 3 (Bioahazard 2 and Biohazard 3 Last Escape respectively) again for PC. Kind of like RE4, I believe the first PC release of RE2 is considered to be a janky half-hearted port. To answer your question though, I believe the best version would be the Windows "SourceNext" version.

I'm pretty sure the game runs in 480p, but I think somebody told me in another thread that the pre rendered backgrounds are 240p across all versions. Somebody that knows better, please correct me if I'm wrong. I have the GameCube version which is great, but I think I've heard it lacks a few of the dreamcast version's visual features. Also for Resident Evil 1 there is a 1997 released PowerVR version who looks and plays better than its downscaled PC counterpart which was censored in euope with the black and white intro except germany, the only big problem with that one is that it only runs on dedicated PowerVR cards like the Matrox M3D or the Apocalypse and you need an old system or Vintage PC to run Win98 on it.If I recall correctly, I believe the dreamcast version has the highest quality assets and best quality in general.
